ASNN-578 ONC-2079 Working around this odd issue by calling editor.Focus() on FCKs in IE which seems to mitigate the problem. Going forward we need to replace this old unmaintained javascript library to match the rest of our jQuery UI dialogs we're using, and then fix the currently erractic positioning of the jQuery dialogs.
