Reopening as additional work is required for this page:

- The page should look exactly like the screenshot provided. Even for logged in people.
- The icon in front of the title should be the icon used in the screenshot
- The button Go to the sign in page should always be shown
- Clicking that button should just open the /dev/logout.html page

It is important to make sure that this page will render when the me service throws a 500 error. It should be tested that this does indeed work. In order to make that happen, we might want to switch this to being a fully static page (without sakai_magic loaded and no internationalization) for now.
