I think there is a debate on the CollectionSpace list right now concerning this issue. I'm pretty sure we have been around this loop in the past too. My take is that email as a username invites a small number of large problems when the user wants to change their email address. They will not expect a new identity when they do so (I'm still the same person, I just changed my email). It is a bit like changing the locks on your house, you don't expect to need to find a new house when the lock breaks.

IF there is a way to allow them to choose a username and then change it while keeping the same identity (files, memberships, sites, etc.) within Sakai, then it is safe to allow username=email

IF username needs to be unchanged for life, I would suggest that username=email should NOT be permitted by default. But, perhaps we should allow institutional choice, because experience shows it is a common way of coming up with something that is both unique AND memorable (in general). 

Note: many institutional deployments will not require username to be chosen as they will be integrating with campus single sign on.
