Seems like we need to do

sakai.api.i18n.getValueForKey("PLEASE_SPECIFY_A_URL", "basiclti")

instead of

sakai.api.i18n.getValueForKey("PLEASE_SPECIFY_A_URL")

within the basiclti widget.
