Madan, I would love to discuss this over a phone call but I'm unfortunately very short on time at the moment. I fully understand the usability issue you're bringing up, but the way in which it currently works is a deliberate design decision. Whether or not this was the right decision is still an open question, and the design team will be collecting feedback like the one you've just supplied. If we see the same feedback come back regularly, we'll definitely try to carve out some time to resolve the issue.

The suggestion you're making actually requires a fair amount of re-thinking (how to deal with re-ordering, what are the implications for showing pages inside of an area, how to deal with re-used areas, etc.) and re-work and can't easily be done as a small bug fix.
