Implement new area permissions overlay as shown in the attached screenshot:

A couple of notes:

- When a role can edit the area, the can see checkbox should be checked at all times
- The creator role can not be unchecked from the "See" section
- The title of the overlay should be "Permissions for <area title>" instead of "Section permissions"
- If there are more than 3 roles, they should be displayed in 2 columns (implied in designs)
