[WG: Sakai QA] [Building Sakai] sakai-2.8.0 update (IE9 issues)

For all the reasons stated and testing results I've seen, I think 2.8.0 with only this addition (to RC3) is most appropriate. And, for the bad timing, I apologize for my role in the delays.

I want to thank those who have participated in the conversation to move us to a decent place. One more thing not mentioned here is that we will have a message to sakai-user about the issue and what users/support personnel can do to work around it, since it does affect earlier releases as well. Expect this and details about how to roll out the compatibility mode fix for earlier releases soon.
