[oae-urg] institutional templates

Hi Greg,

Institutional templates were part of the v1 release. The templates
that are shown in Create Group / Create Course / Create Research
project can be modified, deleted or replaced by each institution.
The actual list of available types (Group/Course/Research project)
is configurable on an institutional level as well.

For the v1 release, provisioning is already possible, but will
require someone to write a curl script that mimicks what the
create world page does and brings in the template you want.

For the v1.1 release, we are working on providing a single REST
endpoint for world creation (rather than multiple), which will make
provisioning a lot easier.
