[oae-production] Thinking ahead about a 1.1 to 1.1.1 upgrade

Is the move from 1.1 to 1.1.1 going to involve a data migration? A
conventional interpretation of the numbering scheme suggests not, but
then when I think about the content authoring changes 1.1.1
introduces, I'm not sure that the data structures behind pages won't
have to be converted in some way.

What we're trying to plan is a full transition from 1.0.2 --> 1.1 -->
1.1.1  , all in a period of 6-7 weeks. Does that even make sense, and
with the semester starting in mid-January, should we even bother with
the middle step?

A lot of the answer hinges on what a 1.1 --> 1.1.1 migration entails.
Maybe it's trivial, but I just don't know.
