[Management] [Product Council] Fledgling documentation

Looks like a good structure to me.

My only comment so far (given that it is clearly work in progress) is  
to speculate that it may be worth pointing out that the How Sakai  
Development works is a new development and there will be a period of  
transition and adaptation (possibly pointing out that this may be more  
visible in Sakai 2 work than 3). I can also see a counter argument to  
keep things simple and I can go along with this too. The key thing  
will be that people should understand if things end up a bit different  
for 2 projects that have a history that predates this structure.
