Yes, that's right Seth.  Note that there is a difference between  
ownership (copyright) and license. Contributors can keep copyright if  
they wish (although we have had most original contributions moved to  
Sakai Foundation copyright, which keeps things nice and clean).  But  
folks with access to mSub directories should have contribution  
agreements in place.
