I don't think the intent was to make sure work being done in the 
mSub branches was "owned" by the Foundation but rather that the 
main SVN repo -- of which mSub is a part -- not have any 
exceptions to the CCLA/CLA rules.

Obviously, having these rules in place eases the pain of applying 
any patches/fixes/features that come out of mSub work to the main 
work.
