[cle-kernel-team] kernel issues cleanup

Hi all,
Sam and I am trying to clean up JIRA a bit. I am working on the kernel
JIRA tickets and there are a large number (say 40+) kernel tickets
which are tasks that are assigned to people but have seen no activity
in a year or more. There are also bugs or features which haven't seen
action in awhile (NOTE this is only for tickets assigned to actual
people, I am taking care of the unassigned and KERNEL_TEAM assigned
tickets).

If these are things you are working on, just put a comment on them to
bump the activity date up. If not but they are worth keeping around,
move them to a feature or bug as relevant.

I am going to cleanup anything which is left untouched with the
assumption that is it no longer relevant sometime next week. Probably
mid to late-ish. Let me know if you need more time to review your
tickets.
